Changes to the OET (Occupational English Test) exam can only be made by the official conducting body, Cambridge Boxhill Language Assessment (CBLA) only

Yes, you are eligible to appear for OET if you are 18. There is no fixed age limit to take OET exam but you have to be in healthcare. This exam is for healthcare professionals to assess their English proficiency. If you plan to apply for them take OET else there is no point.
