IAM has many meaning, can you elaborate the exact course you want to study? Don't use short forms when posting a query, it misleads and is confusing to understand. Anyways, you can apply, but it will be a challenge with just 67% marks. German universities are very selective and highly competitive. I

You will find a mixed crowd at Punjab University, but mostly middle and higher class student are seen. If you have to make a comparison between the both, I would suggest Punjab University is much better.
