According to a student review posted on Shiksha, while studying at Bashkir State Medical University, one can get a work permit easily. Students need to get "spravka" from the Dean's office. This document is important for landing part-time jobs at known establishments like KFC, McDonald's, and other busy supermarkets.

Students can do on-campus part-time jobs while studying.  A student must complete the Free Application for Federal Student Aid (FAFSA), qualify for Federal Work Study, and be enrolled in at least 6 credit hours in order to apply. Depending on the size of their award, students can work on campus for about 15 hours a week at $9.20 an hour through Work Study. Interested students can apply for work-study via the Financial aid portal and submit the required documents.

Yes, being an international student, you can work on-campus. However, to work on-campus, you need to maintain F-1 status, not work more than 20 hours while the school is in session, and not displace a U.S. resident. Note that you may be employed full-time during holidays and vacation periods, if you are eligible and want to register for the next school term.
