The comparison of courses which you have mentioned is a little odd. The most important thing is your interest. CCNA is a networking certification course, RHCE is Linux, and PHP is designed for development. If you are interested in networking as a career, then CCNA is the option whereas RHCE is good for Linux Admin/System Admin. Being honest with you, it's really difficult to suggest which course would help you to get an immediate job but I would suggest you go for CCNA. Also, I would strongly say that CCNA is a big course and basic concepts must be cleared.

But in some sense, it doesn't matter. You shouldn't try to predict what language is going to be most popular.
You should adapt as the market changes, and learn new languages as they become popular.
