Production Engineering is a genetic branch and I feel this branch has much more chances of getting good job than ECE. Hence I would recommend production to you.

Production branch is a better option to work in Automobile industry because it has 70 to 80 % similarity with Mechanical Engineering or Automobile Engineering

It is difficult to say since your B.Tech percentile is very low for a German institute. Also, GRE is not required so weightage may not be given. If your SOP and LORs are outstanding you may stand a chance. A very good research profile, publications, patent work, etc. must be demonstrated.
