Purdue University is a public university based in the USA having five campuses. The main campus of PU is located in West Lafayette, Indiana. The overall Purdue main campus size is nearly 2,500 acres harboring 13 academic colleges and schools. The other campus locations include Indianapolis, Fort Wayne, Hammond and Westville.

For UG programs, the students must get a minimum GPA of 2.3 on a scale of 4.0,  so yes, a students would be meeting the Purdue University eligibility by having 2.7 on a scale of 4.0. Although, this university is considered difficult to get into as the Purdue University acceptance rate stands at 49.3% meaning out of every 100 applications, only 50 applicants are rolled out an offer letter.

While not strictly restricted to IELTS, non-English speaking students are required to give proof of their English proficiency. Accepted tests and the minimum score requirements are as follows: DET- 110, IELTS- 6.5, TOEFL- 80-88 (depending on the college), ACT- 26 (in English section), SAT-600 (in Evidence Based Reading & Writing (EBRW) section), etc. An applicant can also submit proof of having been enrolled in an English-speaking curriculum for at least three years with a grade of B or higher. 

However, meeting the minimum English Proficiency score does not guarantee admission to Purdue University.

Purdue University's admission prerequisites for all undergraduate applicants include proof of high school graduation, SAT/ACT scores, English Proficiency exam scores (in case of non-English speakers), Common Application Essay, and a few other program-specific requirements.
