No, RPET is not still conducted. The admission process for getting admission in engineering college in Rajasthan is done by REAP process on the basis of JEE Main score.

To convert CGPA into percentage just multiply the percent which you have got with 9.8 and SFS in REAP means self-finance service.

No, you cannot appear for IIT after this much time. You need to do some other course.
