Be it Russia, China, Ukraine, Philippines, etc., most important is to choose a good university which has good facilities and faculty to teach international students. Needless to say, the university has to be listed with MCI and the local council in that country. Every country has its pros and cons. So every person chooses a country as per their preference.
All the best.

Any Indian student who wants to study MBBS abroad, and wants to practice in India after completing their course has to obtain at least qualifying marks in NEET exam, apply for eligibility certificate before leaving abroad so that you get approval of MCI. Any Indian student after appearing for 12th board exams can appear for NEET exam. This year NEET exam was held on 6th May. If you go to Russia without qualifying at NEET exam you will not be eligible to study MBBS abroad as per MCI norms. Also ensure you choose a good university in Russia which is listed with MCI and has experience in teaching foreign students in English.

If you are looking for affordable options then study in India, there are world class aviation programs and institutes here. Don't go out looking for cheaper options since the quality of training and infrastructure will be poor, on top of that licensing is not provided. Russia, New Zealand, UK, etc. are good options otherwise but always check with the institute about the license exams.

Yes, you are eligible. Many universities do not have any particular marks requirement but some universities require a four year Bachelor's degree. Check the website of Russian Education Center, legally authorized representative working under the Aegis of the Ministry of Education and Science and the Ministry of Justice of the Russian Federation.
