I suppose you are referring to Apex University - Oregon.
As per Apex Academy Policies :- There will be one Michigan-based scholarship and one Nevada-based scholarship awarded. The award is a one-time gift. Award amounts will be $500-$2,000, based on demonstrated need, and may vary from year to year based on funds availability.
Scholarship awards will be paid directly to a college, university, or trade program of your choice
Applicants must complete the online application, which includes the following essay questions:
Describe the difficulties you experienced while growing up. How did you overcome those challenges? What did you learn from those experiences?
What is your purpose in life? How do you aspire to leave a positive mark on society?
Essays will be evaluated based upon:
Individual determination to success,
Future goals and specific plans to achieve them,
Ability to communicate the hardships you have overcome or currently face,
Self-motivation.
Eligibility:
Applicant qualifications:
Graduating high school seniors with a minimum GPA of 3.0. (Copy of official transcripts required).
Attendance at an under-resourced or at risk school in Michigan or Nevada.
Demonstrated need for financial assistance.
Demonstrated leadership within their high school, community, or family.
Demonstrated commitment to community service.
Participation in extracurricular activities (sports, clubs, associations, etc.).
Acceptance into an accredited college, university, or trade program (proof of acceptance required).
Demonstrated need for financial assistance.

As per G.O.M/s No 73, Adi Dravidar and Tribal Welfare (ADW) (III) Department dated 14.07.2004,SC / ST students pursuing distance education (formal stream) are eligible for reimbursement of the non-refundable fees if they are not employed and if the annual income of their parents does not exceed Rs 1,00,000/. The students should apply for scholarships in the prescribed form to be obtained from the Offices of Adi Dravidar/Tribal Welfare Department along with the supporting document required, including the applicants Savings Bank Account No., Name of the Bank,Branch, etc., to the Director, SSSD,TNOU, after University fees are paid. After due scrutiny the applications for scholarships will be forwarded to the respective Government Departments for sanction of the scholarships. The disbursement of the scholarship is subject to the conditions prescribed by the Government
As per G.O. Ms. No 429, Higher Education Department, dated 16-10-2008, differently-abled students pursuing a Programme at the University are eligible for tuition fee exemption. The candidate shall apply in the prescribed Application Form, for admission along with the core banking challan for Rs.300/- enclosing a copy of the disability certificate.
