The following steps might give you a kick-start:
1) Decide the course that you wish to take up
2) Research upon the universities (in the country of your interest) offering courses in the subject. Also look for the requirements regarding educational qualifications, test-score cut offs, fees, accommodation facilities, support to international students, etc.

4) Prepare well for the tests that you ought to take for admission, such as GRE IELTS TOEFL, etc. And do keep track of the required cut off too.
5) Prepare a well written Statement of Purpose (SOP) for your profile. You can take the help of your guides and professors for this. Also get your Letters of Recommendation (LOR) from your senior Professors in the college of study or from well recognised people in the society and academia.
6) Once you get all the above ready, start applying to the respective universities. Always have 3-5 most relevant universities in your shortlist.
7) After receiving the confirmation of admission from the institute, the final process is the Visa process. Make sure that you start the application process for Visa early enough and take advice from other students, faculty members, consultants, etc. for the Visa interview.
