Actually HSC board score is not a cut off for getting a seat in COEP. You have to score only 50% plus in boards in order to qualify for getting a seat in any Engg. college.
The main cutoff for COEP or any Engg. college in Mah. for that matter is PCM Score in CET which is objective exam and with highest possible score of 200.
Physics - 50 questions with 1 mark each
Chemistry - 50 questions with 1 mark each
Maths - 50 questions with 2 marks each
( I assume you already know the pattern of CET but i have explained above, just in case someone is unaware of it )

No, you can't confirm your seat in the first phase. Try to have some patience, the seat you get in the first round is still with you but you can get a better branch in the upcoming rounds.

As per the recent cutoffs at Angrau getting any seat with 15,000 rank is not possible.
