Yes, Uni Prince Edward Island Canada offers nationally-accredited co-op programs across its Faculties of Arts, Business, and Sciences. These allow students to gain work experience during their studies and also earn between CAD 18 and CAD 26 (INR 1.2 K and INR 1.8 K) per hour.
Students enrolled in co-op programs at UPEI can work full-time for 14 to 16 week terms. Check the table below for the co-op work term schedule at UPEI:

Yes, Indian students can change their programme at VIU. However, it depends on entry requirements being met, availability of seats, and immigration rules. Complete and submit a Change of Program form.
The form needs to be submitted no later than 1 week prior to the start of the desired semester.

All UG and PG degree programs offered by VIU are PGWP-eligible as long as at least 50% of these have been completed in person in Canada. However, completing a PGWP eligible programme does not guarantee students will receive the same.
