Germany is a good option if you want to study abroad at low cost. Many public universities do not charge tuition fees. You mainly pay a small semester fee. For scholarships, the most popular one is DAAD (German Academic Exchange Service). It gives money for tuition, living cost, travel, and insurance. But most DAAD scholarships are for bachelor's graduates or master's students.

Yes, you must prove your knowledge of English to at least level B1 on the CEFR scale to get a Skilled Worker Visa UK. The most common way to do this is - by taking any Secure English Language Test (SELT) such as - IELTS for UKVI or PTE Academic UKVI.
Indian students studying in the UK, who are going to transition from having a student visa to either a Graduate Visa or Skilled Worker Visa in UK are generally not required to prove their proficiency again. The idea is - if you have been living or studying in the UK since last 12 months then you need not to prove fluency in English.

To put it simply, it depends. You have to have a strong portfolio, a genuine interest in your niche and some relevant internships and projects.
The field of design by nature is vast. Since creativity has no bounds, so do the opportunities. Once you get in the industry, even at the entry-level pay and role there's only going forward from that point on.
You have scope in fields like - Graphic Design, Interior Design, Fashion Design, Footwear Design and many more in both India and international set-ups.
