No, you need to have at least 188-190 cut off marks to get admission for electronics and communication engineering at SSN College of engineering, Kalavakkam.
For previous year cut off marks refer:

Yes, it is a better option. Vel Tech University is a good university to pursue engineering (B.Tech). It offers good education and training. The placements are also good. So, you can prefer it, if you don't get any other better option.

To get admission in Madras Institute of Technology, Chennai, you need to apply for single window counselling under Anna University. It is affiliated to Anna University, so you need to apply for that counselling.

I don't think many universities offer the biomedical science courses in Tamil Nadu. As per my knowledge, only two colleges offer this course. They are:
1) Bharath University, Selaiyur, Chennai
2) Sri Ramachandra University, Porur, Chennai

I think both are the better to study, but Sastra University is better than St. Joseph College. Sastra University has better placements, education and rankings.
So, if you don't get Sastra University, then opt for St .Joseph College, Chennai.
