Is resident certificate compulsory for all the candidates as I am not a permanent resident of Telangana?

Yes, Resident certificate is compulsory without that they won't allow you to stay in hostel. Even if you don't belong to Telangana you can bring a resident certificate from the state you live and CA submit.

Counseling has been started for B.Sc B.Ed from 24th July to 31st July. Counselling mode is offline.

Does GGSIPU provide placements to B.Ed. candidates? Is it compulsory to pass CTET exam to get placed after B.Ed.?

You have to give the CTET exam to be eligible to apply for jobs in teaching sector. Schools will not approve if you have not passed this exam.

There is a separate entrance test for each college, which offers B.Ed, once you clear that you can get admission in those eligible colleges and pursue your B.Ed.

Kasturi Ram, Kalka, Lingayaya Lalita Devi institutes are the best colleges for B.Ed in GGSIPU.
