Hello Dharti,
No, it is not possible to apply for NET JRF exam just after qualify 12th exam. The basic requirement of UGC NET is that candidates must have Master's degree with minimum 55% aggregate marks. So, you have to complete your post-graduation firstly, then you can appear for JRF exam. And as you say you want to apply for JRF exam so before applying, make sure that your age must not exceed 30 years. It would be best if you start the second course after you have completed the first one. You cannot show two degrees in your resume if done together. Doing double degree is still not accepted. If you want you can do but can show degree at a time wherever needed.
