Fees of B.Ed varies university to university and college to college. You have to mention college and university. On the basis of your graduation percentage, you are eligible.

Fees for B.Ed depends on colleges. It moves from INR. 50000 to INR. 1.5lakh.

I must share the concern that the MCA marks won't matter for B.ED Admission. The 39 percent marks of Graduation shall make it tough for you to get admission on the basis of marks.
But, there are entrance tests conducted by universities these days.
You still need to check out what is the Minimum Marks

IGNOU B.Ed eligibility:
Candidates with at least fifty five (55) percent marks either in the Bachelor’s degree and/or in the Master’s degree in Sciences/Social Sciences/Commerce/Humanity, Bachelors in Engineering or
Technology with specialization in Science and Mathematics with 55% marks or any other
