You can take the NET only in the subject of your post-graduation. In your case, that would be chemical engineering. Please go to http://www.cbsenet.nic.in and download and read the information bulletin for more information.

You need to have your graduation cleared with no backlogs to apply for B.Ed or any programme. Having a backlog will affect your selection process further.

No, firstly you have to complete your class 12th for any graduation degree. It is a must to complete class 12th. After that, you can surely apply for what you want.
