The eligibility criteria for candidates seeking admission in B. El. Ed. programme should have cleared the higher secondary examination or any other examination recognized as equivalent thereto with a
minimum aggregate of 50 % marks. Whereas, the minimum qualification required for D.El.Ed is 10+2 passed (any stream) from a recognized board with at least 50% aggregate marks.

As per UGC, students can pursue two-degree programmes simultaneously. Therefore, you can pursue the two courses. The students can get enrolled in a regular full-time degree programme to pursue one more additional degree programme simultaneously on open/distance learning mode from the same university or another institution.

There will be a number of private universities where you can check for your bachelor's degree. Many universities will also have a defence quota. If you are not interested in full time degree you may check for distance or part time degrees.

There will be hundreds of colleges in every state. These are not ranked nationally. Hence it's practically impossible to say which college is better than other. I would advise you to seek admission in a better known college in your city.
