Have you where to apply? Because the host university itself will provide you accommodation information, hostel guides, shared accommodation etc. The international students office generally deals with it. I will suggest you refer to the university guides for safety reasons. Anyways you can check rent.com, apartmentsearch.com etc.

Firstly go through MIT's website, until and unless you visit the university website yourself you wouldn't know. MIT being a topmost university in the world is extremely competitive. With hard work and proper counseling you can get into. Take the SAT and TOEFL. Remember outstanding academic grades are mandatory and extra curricula activities are equally important for universities in US. Best wishes

Scholarships are granted on merit alone and usually granted at the time of admission. For most of the cases you need not apply separately as all applicants are considered for scholarships at the time of application. How your profile will be evaluated by the university for scholarship is something outside my jurisdiction. Build your profile, work hard on your academics and extra curricular as well. Best of Luck!

Don't worry , you can try for education loans. If you have a brilliant profile universities will also grant you scholarships. Decide what to study and visit university websites for admission details and also check the financial aid page.
Thanks
