While I certainly support the list of the universities mentioned above, I do feel that your academics in your undergrad, GRE & TOEFL besides your strong letter of recommendations & statement of purpose fetches you scholarships. The scholarships comes in different forms at universities at Masters level:
Research Assistant ship
Teaching Assistant ship etc.
The RA & TA is awarded to academically promising students.

While USA requires you to have a 4 years or equivalent degree to pursue Masters in USA, you may have a couple of universities which may take you for you with BCA provided you have good academic grades, GRE, TOEFL & string letter of references. There are many universities which may get the WES evaluation done for your Bachelors to get it comparable to their under grad.
Some names can be:
Southern New Hampshire University, Manchester, NH
Johnson & Wales University
City University of Seattle, Seattle, WA and many more
