You need to appear for AUCET for admission in Andhra University. You won't get admission without appearing for this entrance exam.

For CSE branch my order of preference would be firstly I would recommend Vellore then 2nd will be SV and the last will be Andhra University. Give me upvote and comment.

It is very difficult to get a seat in AU as the competition is very high you cannot able to get seat in AU any way you can participate in the counselling conducted by AU from June 4th onwards.

You should have very few chances of getting CSE. Dual degree means 4 years B.Tech+2 years M.Tech. One can avail an exit option after 4 years in that case one can give a B.Tech degree otherwise one can continue to do M.Tech.
