After completing UPPSC, as you have studied Electronics as one of the main subjects in your graduation degree, you are definitely eligible. Please check the eligibility for this course:
A candidate, for admission to M.Sc. (Marine Science) Programme, must have passed the examination of
the Degree of Bachelor of Science of this University or an examination of any other University
recognized as equivalent thereto, with at least seven units of 100 marks each in the first, second and
third years taken together in any of the following subjects: microbiology, botany, zoology, chemistry,
physics, mathematics, earth sciences.

You have done your graduation in Arabic but now you desire to do your specialisation in Portuguese? Why change, if i may ask? See normally for doing PG in any subject, minimum knowledge of graduation level is considered mandatory. Hence i do not think you will be allowed.
