UGC has also stated that the non-availability of a designated person has led to unnecessary delays, difficulties and unintentional violations of visa norms by the foreigners, which is leading to undue harassment of foreign students.
The University Grants Commission (UGC) has directed all the higher educational institutions in the country to appoint compliance officers to be contacted by Foreigners Regional Registration Officers (FRROs) / Foreigners Registration Offices (FROs), while processing service applications of foreign students. The move comes in the wake of a large inflow of foreign students coming to India for education and due to the nonavailability of a designated person in institutions.
UGC has also stated that the non-availability of a designated person has led to unnecessary delays, difficulties and unintentional violations of visa norms by foreigners, which is leading to undue harassment of foreign students.
While speaking with all Vice-Chancellors, the commission said that “All the higher educational institutions are requested to appoint compliance officers to coordinate with FRROs/ FROs for ascertaining facts in respect of foreign students during grant of various services like visa registration, visa extension, exit permit, etc. along with their attendance, academic performance and other academic records.”
The UGC has announced that the higher educational institutions in the country will be allowed to create up to 25 per cent supernumerary seats for foreign students while adopting a transparent admission process for them. It must be noted that last month the draft "Guidelines for Admission and Supernumerary seats of International Students in Undergraduate and Postgraduate Programmes in Higher Educational Institutions in India" was put in the public domain by the UGC for seeking feedback and has been notified now.
"HEIs may create up to 25 pc supernumerary seats for international students, over and above of their total sanctioned enrolment for undergraduate and postgraduate programmes. The decision regarding supernumerary seats has to be carried out by the concerned higher educational institutions as per specific guidelines and regulations issued by the regulatory bodies considering the infrastructure, faculty and other requirements," the guidelines stated.
