I think you are eligible since the eligibility is only 10+2. Admission would be based on your marks in +2 exam.

Each college or University has its own rules about the upper age limit. But the college that mentioned is not a regular engineering college. It's an establishment that teaches you about the maintenance of civilian aircraft and enables you to get a licence from DGCA. Its eligibility is only 10+2.

Taking admission in a college for aeronautical engineering is no different than taking admission for say civil engineering. You need to appear and pass the entrance examination of your state for colleges in your states. Else, you must appear for and clear JEE Mains for NITs & CFIs and JEE Advanced for IIT.
