Hello Vijay, You have not mentioned college name. But let me explain. Lateral admissions to 2nd year is an option available to Diploma holders. But number of seats is dependent on many factors. Each state has its own rules & you can check for your state on the website of dte of tech edu.

Of course, it is possible. You can seek lateral admission directly in 2nd year in your home state. You can join IIT too since they treat a Diploma as equivalent to 12th.

Hello Akshay, Astronomy can be called as specialist branch of physics. An astronomer need not be an engineer. In fact the only Indian astronomer was a pilot. Specialist from required branches of Science are selected by the national agency depending on the aim.

Hello Abhishek, Normally for doing PG in any branch one needs grounding in basics of that branch. Hence the answer would be no under normal circumstance. However to give students free hand entrance exam called GATE has been introduced. Here any graduate engineer can appear for any subject. Hence if you pass paper of aeronautical engineering in GATE you can seek admission for this branch in PG.

There are many aspects to aeronautical/astronautical engineering including:
Propulsion
Avionics/control and communications
Material Science
Thermodynamics
Fluid mechanics
Dynamics
Mechanical engineering
And I'm sure there are interesting things in the biological effects on humans, etc., sometimes called Human factors
In short, almost every specialty can be found in a good aeronautical engineering dept, from robotics to nuclear propulsion to medical issues like calcium loss.
