Yes, Diploma holders of mechanical branch are normally allowed admission via lateral entry into aeronautical engineering branch in the same state.

The annual fee for aeronautical branch is in line with other branches of engineering. It's not any different. It varies from Rs.70k to about Rs.3 LPA depending on the status of the college.

But I would suggest you to continue in mechanical engineering because it has huge scope in near future and you can also go in aeronautical field after that.

Actually best colleges are in India only. But these days fees are very stiff in many well-known Indian private colleges. In such scenario, if you are getting an offer to study at cheaper rates the perhaps you should go ahead.

The admission is based on your board exam marks only. You need to enroll for a single window counseling program (TNEA) through which you will be allotted colleges.
There will be a separate admission portal, if you are not a Tamil Nadu native candidate.

To be eligible to pursue Aeronautical Engineering course, you must have passed 12th standard or equivalent with Mathematics, Physics and Chemistry subjects or three years Diploma in Aeronautical Engineering course from a Government recognised board/institute.
