Unfortunately, admissions to engineering colleges of almost all states are restricted to students domiciled in that state only. Hence I am afraid you won't be eligible for admission in a college in Tamil Nadu.

Lateral entry into 2nd year of engineering after diploma is normally restricted to students of that state only. Of course one needs to score good marks in Diploma to get a desired college.

You will get admission in IIT, Chennai only after clearing JEE Mains first and then JEE Advanced. You must of course secure 75% or more in your 12th exam.

AME enables you to obtain license from DGCA to work as maintenance person on passenger aircraft operated by airlines. This does not get you the degree of engineering. For ME, one needs to do graduation in engineering first.

What will happen when you come up to the stage of JEE Mains, cannot be predicted today. But admission to IIT's is via JEE Advanced. You have to be in top 2L students to be eligible to appear.

The structure for aeronautical engineering branch in India and abroad is almost similar. What differentiates method of studies in India vis-a-vis abroad is the wide choice of subjects that one can study along with certain minimum compulsory subjects abroad.
