The admission process is separately held for other state students for Anna University and its affiliated colleges.
You need to fill up the application form which will be released after the admission portal for Tamil Nadu and Tamil native candidates.
The official website is www.annauniv.edu
The admission is based on your overall marks in class 12 and aggregate in PCM. There is no separate entrance exam for admission.

If you are studying in a govt college, you may approach registrar or administrative staff for help and guidance for shifting to another govt college. However, if you are studying in private college, practically you can not. Of course, if you are willing to pay all four year's fees then college may help you.

Diploma in Aeronautical engineering is different than aircraft maintenance course. Former is controlled by AICTE while later is controlled by DGCA.
You will have to beseech your college to get some training. You will not be allowed to touch any commercial aircraft till you do not have liscense from DGCA.

If your dream is to become a pilot, it's great. Pilots are expected to be required in large numbers in future. But you don't have to be an aeronautical engineer for this. You simply join a flying school, and at the end of the course, you are a pilot. You need to have PCM in class 12th. That's all.
