Apparently both the countries are amongst the best for civil engineering. You may select your country by analyzing factors like entry requirements, university reputation, industries, opportunities and post study work options, climate and expenses. Living expenses in Australia are higher while entry requirements in Canadian universities are very strict. You must check similar parameters and decide.

You can be eligible for post study work options and PR only after completing two academic years so look for a 2 year program. Since 2 year program is limited you can opt for 1 year plus 1 year.

The admission process is the same whether you apply without a loan or with a loan. The difference is while you provide the source of finance while applying for admission and visa. A loan makes it easier while applying for a visa as you will not have to show 6 months old funds for financing your study and stay. The cost of living you will have to provide for at the time of applying for the visa is AUD 18,000/- per year as per the current Australian Border agency rules. You may be able to manage with AUD 1000/- per month if you share accommodation and not splurge. All the best.

Australia is a good place and has good universities offering this course. You can check out Deakin University, University of Sydney and Woolongong University among others who offer this course. Kindly, select a 2-year course otherwise you will not be eligible for post study work visa and PR later.
