To answer your question, yes, Australia is a good country to pursue civil engineering. I would also like to know from you if you mean your Bachelors or Masters? If it is a Masters then please choose only a course of 2-year duration as otherwise, you will not be eligible for a post study work visa and later PR. All the best.

If its IIT or BIT or VIT you are good to go. Many applicants apply and get a job while some do not. So, its a profile specific query. If you are qualified and skilled then why not. Its difficult for a fresher as employers in Australia prefer candidates with work experience. So, if you want to settle in Australia please gain some solid work experience before applying. Check job portals and prepare accordingly. You need also to check the latest SOL of Australia.

You need to check with the individual university for their admission requirements. There are some who would admit on the basis of you having computer science in your 11th and 12th. However, it will depend as most of them require maths with individual requirements regarding the levels. You need to check if your 10th standard maths is sufficient or if the computer science you learnt is sufficient.
All the best.

I am sure you are planning for a PG level programme. This would require an overall IELTS of 6.5 with no section less than 6. A majority of the universities have this requirement but every university has different entry criteria. Atleast 6 overall is expected. If you don't meet IELTS requirements, you can check with the college or university for bridge courses. You should visit the university websites and email them if necessary.
