Full funding is very difficult to obtain unless you are an outstanding candidate yourself. SAT scores will help you obtain scholarship but not a guarantee. SAT is also not a requirement in these countries. Scholarship is on merit. High school grades, co-curricular, project works etc. will all be counted. Another very important point to note is the university deadline, always try to apply early. Scholarship chances are better if you apply early.

USA has better universities for CSE in comparison to Australian universities. But to get a work visa is difficult in USA in comparison with Australia. With long term onsite job perspective, I will recommend CSE at Australia over USA.

For Masters courses an IELTS of 6.5 and higher is required , I don't think any institute accepts 5.5 for PG level courses. By far USA, home to MIT, Caltech etc. But for job opportunities and PR USA is very tough and competitive. You must excel in all fields. In that case Australia can be another option.
