You need to share which stream you have done in XII. If it is medical stream then you can pursue one of the subjects like biotech, biochem, etc. are popular. If B.Tech is rejected by you, then B.Sc in traditional subjects like physics, chemistry or maths can be opted.

Yes, you can easily get a government college in IPU. Do regular visits to IPU website about the cutoff and about further details.
