Yes, you can get admission. I mean your rank is good enough to take admission in university school of biotechnology. You can try for the admission. You will get to Learn so many new things here and there faculty is so good. And, they also have good placement records. Good luck.

Yes,
You need an aggregate of 70% to clear the cutoff. So, you are eligible. The number of seats keep changing so that wouldn't be known. But, I guess you should be able to get admission.
