Of course Canada. Canada lets you work during studies and also provide you a post-study work permit and also, there are better chances to settle in Canada than France.

The course you are asking for, if it is a clinical programme, then you can not do it directly. You need that medical council registration to do the course. Hence you can take some administration course and go to Canada. Then while studying, do your dental council registration.

You can try colleges under SPP, popular ones include Humber, Seneca, George Brown, Durham, etc. Check college websites for individual requirement for admission. Take the IELTS.

If you are applying for a Master's or PG Diploma they will give more weightage to your Bachelor's degree, 2 backlogs are accepted but depend on the universities and their entry requirements. Your overall profile, final grades, projects, recommendation letters, personal statement will be considered and evaluated for admissions.

Yes, percentage matters for SPP colleges, but you may get admission if you have enough IELTS band and 1% is not a big issue. Get a good consultant.

You take some coaching and write IELTS exam. You can apply to university with your PUC mark sheet and IELTS mark sheet. You can register on Shiksha itself if you want to study in Canada.
