If you have 15 years of education then you can complete one of Masters programme in India from a recognised university and then directly apply to the Canada University. As Canada universities accepts 16 years of education.

Depends on what you want to study. It is not a tier 1 college but is popular there. The college also has co-op opportunities for students to gain work experience while studying. The college also supposedly has a strong student support cell.
