You are eligible to apply in both the universities but the admission decisions are taken only by the universities, so there is no answer if you will obtain admissions or not. Keeping the competitive nature of UVic admissions will be competitive compared to Memorial University. Your Statement of Purpose and Letters of Reference will also carry weight age and will be major deciding factors for your admission.
