Full funding is very difficult to obtain unless you are an outstanding candidate yourself. SAT scores will help you obtain scholarship but not a guarantee. SAT is also not a requirement in these countries. Scholarship is on merit. High school grades, co-curricular, project works etc. will all be counted. Another very important point to note is the university deadline, always try to apply early. Scholarship chances are better if you apply early.

First clear all your backlogs so that you have marks reflected in your mark sheet to apply abroad. Once it is done, it will be easier for you to apply.

You won't find any in SPP colleges. You will find certificate programs like mechanical engineering technology. Bachelor's degree are also offered but not in aerospace engineering. You will find the same only in the universities - Carleton University, Ryerson University and University of Manitoba to name a few.
