Considering your budgetary constrains, France and Germany are good options. Canada is also a possibility if you aim for Scholarships. Given your score, I think you can easily get them. Even Ireland, there are opportunities for scholarships. As to which is the better country.For Engineering I would recommend you to widen your search a bit. Sweden and Netherlands are also incredibly good options. Some of the Universities like KTH of Sweden rank very high for electronics discipline and its relatively cheaper as well.

You need to be registered first with the pharmacy council of canada to practice which is a stringent process. Check here for all details.
