Hi Praveen,
Considering your budgetary constrains, France and Germany are good options. Canada is also a possibility if you aim for Scholarships. Given your score, I think you can easily get them. Even Ireland, there are opportunities for scholarships. As to which is the better country.For Engineering I would recommend you to widen your search a bit. Sweden and Netherlands are also incredibly good options. Some of the Universities like KTH of Sweden rank very high for electronics discipline and its relatively cheaper as well.

Please note that in Canada and NZ, unless you are interested in a PhD, you should not choose a Masters degree. Instead you can do PG Diploma. In Australia and Ireland you can pursue your Masters. You can pursue a graduate degree in Project Management, Information Systems, Banking & Finance, MBA, etc., Hope this helps. Thanks!

Yes you can take flying training which is only meant for fun only because in aviation Maths and Physics are must. Whole flying is depend upon physics , for the calculation you need to be from physics background. for Pilot licence there is a requirement that applicant must have Physics and Maths in 12th

Oh come on! What do the elections in the USA have to do with your academic career? I suggest go with the USA as Canada does not have that many universities. But then, come back to India. Please. I would endorse your choice of Canada and a PG Diploma because it is a good one. All PG Diplomas offered at Canadian colleges are very job-oriented. Many times they offer incorporated internships which are at times paid. You may want to choose PG Diploma in project management which has a PMI Certification which will put you in more demand.
