You can become an amateur wildlife photographer by clicking pictures of wild animals by yourself. You don't need to attend a college course/degree for that. You can click pictures and try to sell them to newspapers, magazines, websites. But let me tell you being a professional wildlife photographer is not that easy, getting paid by clicking and selling pictures of wild animals will not allow you to earn enough money. That's sad but it is the truth. I'd highly recommended that you should pursue some another course which interests you and keep wildlife photography as a hobby.

Yes, definitely you can. UPSC eligibility criteria says you need to have a graduation at least, in whatever stream you are.

The eligibility criteria for UPSC Civil Service Examination says you need to pass your graduation. There's no requirement of marks in aggregate or in individual years.
