No, you cannot apply for the NEET exam if you failed in chemistry in 12th. Students are required to pass 12th with Physics, Chemistry, and Biology as compulsory subjects, and failing in any one of these makes you ineligible to apply. So you are advised to reappear for your compartment chemistry paper and qualify it, and then you'll be able to apply for NEET.
