Yes, you can get admission from other country in India. In every university or college, there is 5-10% seats are allotted for NRI students under NRI quota. If these seats are left vacant at the end of admission procedure, then they are filled through management quota.

You have to start with one course at a time. I would recommend to start with web designing first. As you are from Maths background, web designing will develop your interest. Simultaneously, start learning about hardware and networking basics and then do CEH.

I tried searching and couldn't find any. You can contact some previous student who have appeared exams. There might be some Facebook group where could find someone. Else, simply focus on preparations and do your best.

ISTQB is the testing certification which you can pursue. There are several levels in it. At this stage, you can easily clear the level 1 of ISTQB.

Having a certification will add value to your profile and will let the recruiter know that you are skilled and were capable enough to clear MCSE certification. But, a graduation is must. You might get job in some startup or small company, but in order to grow in life, you will need a graduate degree. Graduation is primary, Certifications are secondary add-ons. It all depends on your job role and career aspirations. If you are working on Microsoft technology, then obviously you must focus on Microsoft Certifications. To start with, you need to start with a single certification at a time. You cannot sail in multiple boats simultaneously. If you want to go for Cisco path then start preparing for CCNA and don't get distracted. First become expert in one domain and then when you are expert in one domain then exploring multiple domains.
