You must also apply to a relevant programme, otherwise, colleges won't accept you. You must also submit portfolios to demonstrate your ideas and creativity. If you apply for a Bachelor's degree, you can apply for an education loan. Just check the college website first and inquire about different programs. Otherwise, check options in Italy, Netherlands, Malaysia, etc.
