To apply for Diploma in music, you need to have completed 15 years of age by 1st July of the year of admission. For applying, you can visit the college and fill the application form.

I think lateral entry into any engineering college in Maharashtra is restricted to those who have passed their diploma in Maharashtra. But perhaps window to study in Maharashtra is still open by way of admission to engineering colleges run by deemed to be university.
