Yes, you can. You must also take IELTS, for Masters an overall score of 6.5 is recommended.

Of course, you can take lateral admission in engineering degree course after completion of the Diploma. Just check the finer details from the Directorate of Tech Edu. of your state.

Diploma in Civil Engineering is a sufficient qualification to start your engineering career, but you will get junior engineer job. It will take you 10 to 15 years experience to grow into engineer or managers role. Therefore, for long term career growth, if there is no personal constraints to start job now, you are advised to do B.Tech lateral entry degree before starting a job.
