Yes, you can pursue Bachelor's degree. For civil engineering, you can consider USA, Canada, Singapore, Australia and Netherlands. The admission requirements will vary accordingly. You must take SAT, IELTS or TOEFL, etc.

To pursue MBA, you need to complete your graduation.

Each state conduct their own entrance exam for lateral entry for ITI students. So, you have to appear for that exam and you will get direct admission in the 2nd year.

your question is little confusing. If you want to do Diploma in engineering through distance, you can go for it but only the final year is not possible. You have to complete all the three years.
