At least, 50% marks in the Bachelor's degree are required. Candidates, who are trained in-service teachers in elementary education, will be eligible to apply for the entrance exam and further for admission or who have completed an NCTE recognized teacher education programme through face-to-face mode may also apply. You can apply for the exam online by visiting the official website of university i.e. www.ignou.ac.in. Thank you.

IGNOU is a central university brought into existence by an Act of Parliament and is under the purview of department of higher education, MHRD. They DO NOT require approval from UGC or any other bodies for any of their courses.

You can apply for MCA in IGNOU-Delhi in distance education mode, but it will take 3 years (6 semester) to complete, since this university is UGC recognized, the certificate is valid for applying for government competitive exams. All the best.

PG Diploma in guidance and counseling is available in Annamalai University in distance education mode, you can approach any of the distance education center in your area for admission, need any UG course certificate for applying this course, fees will be around Rs 5000, you have to attend 10 days class in Annamalai University campus. For doing Masters in labor laws you will have to first do LLB. You can do it from distance. See this link and apply suitable filters
https://shiksha.com/searchLayer. If you don't have time, you can do a course from swayam, but do it after November/December as 4 new codes will come, which will repeal all the current acts.
