Eligibility Criteria-
B.Ed. Special Education or equivalent degree approved by Rehabilitation Council of India with an aggregate of 50% marks in the respective disability area.
2.2 years teaching experience/ professional experience

It totally depends on the colleges, that what kind of pattern they follow. Some of the colleges follow the semester system and some yearly. But most of the colleges conduct 2 semester in a year.
