Yes, you are eligible for CAT examination as long as you have 50% in your graduation (45% if schedules caste (SC), schedules tribe (ST) or person with disability (PWD)), and you are from a recognized institution. CAT eligibility criteria doesn’t mention anything about graduation being regular

Failing is no crime. But, you must get up and start working hard in right earnest. So that you score very well in next exam and get qualified for admission in mechanical engineering. Of course, you will have to clear CET of your state with good marks also.
