With the rank that you provided you might not get admission in NITs or IIITs through JoSSA counselling you can go for GFITs. You can go for CSAB counselling where there is good chance that you can get admission in some NITs like NIT Patna, NIT Meghalaya etc.

According to my perspective, yes, you can get the admission into government college thoroughly JEE main but for getting admission into government college you must have to get good marks in JEE main exam.

No, you won't get admission in BITS-Pilani with 172 marks.

The answer is both yes & no. It is possible to get IIT Tirupati admission without the GATE entrance examination, but in other courses than MTech. A student can enter into IIT Tirupati via JEE Advanced or IIT JAM (Joint Admission Test) for BTech & MSc.
