You can download question papers online from any website. Just search for a little. You'll mostly get mock test or sample test papers online. There are many videos on JEE question papers, many which are solved videos and you can find it on you tube as well as on other websites.

You can find universities in Germany, most UG programs are free, but extremely competitive to get admission. Norway, Ireland etc. are also very affordable for studies.

Yes, both JEE and board marks are of equal importance. If you want admission in some good institute your board score should be at least 80% and JEE score should be minimum 230. All the best.

Yes, you can attend the JEE exam. The preferable photo background is white during the registration process. But you have completed all the necessary formalities and now at the entrance exam stage. So, no problem will arise. However, you may take another print if possible by reducing the contrast.
